The unified registration of real estate was decided by the executive meeting of the State Council held on November 20, 2013 to integrate real estate registration responsibilities and establish a unified real estate registration system. The Ministry of Land and Resources is responsible for guiding and supervising the unified registration responsibilities of land, houses, grasslands, woodlands, sea areas and other real estate nationwide, and basically achieve the "four unifications" of registration agencies, registers, registration basis and information platforms.

In order to thoroughly implement the decision and deployment of the Third Plenary Session of the Eighteenth Central Committee of the Party for the unified registration of real estate, and earnestly implement the requirements of the Ministry of Land and Resources and the Provincial Party Committee and the Provincial Government for the unified registration of real estate, the Hunan Provincial Department of Land and Resources has decided to follow the "overall design and phased implementation , Uniform Standards, One Map for Multiple Uses", adopting aerial photogrammetry method to measure 1:2000 digital line drawing base map, to solidly support and accelerate the promotion of the province’s rural homestead and collective construction land use rights, and rural land contract management Confirmation and registration of rights, rivers and lakes, and water conservancy projects.

In order to ensure the smooth progress of the project, the Hunan Provincial Department of Land and Resources purchased the Visiontek MapMatrix real estate registration version system, which was distributed to the Hunan First Surveying and Mapping Institute, Hunan Second Surveying and Mapping Institute, Hunan Third Surveying and Mapping Institute, and Hunan Provincial Department of Land and Resources. 11 surveying and mapping units including the Provincial Real Estate Registration Center.Visiontek immediately arranged relevant technical personnel to train the technical personnel of 11 surveying and mapping units that have MapMatrix real estate registration software to ensure the smooth development of the real estate registration project in Hunan Province.
